What is the Hardest Gym Leader at Every Rank?

Gym Leaders in Pokémon can differ in quality quite a bit and I don't just mean the fact they become progressively harder as the game continues. Sometimes, the third Gym Leader is actually a harder challenge than the eighth in practice, even though it's factually weaker. Today, I wanna look at all eight Gym Leader ranks and try to figure out which Gym Leader is the strongest for each!
