What is the Hardest Pokémon to Obtain in EVERY Pokémon Game?

Completing the entire Pokédex is no easy task in any Pokémon game. Some Pokémon have ridiculously low spawn chances, others are nightmares to actually get in a Pokéball and then there's also those with tricky Evolution methods. Every game has had some Pokémon you're bound to have still remaining on your Dex by the time you're nearly done with the game and today, I'm going past every entry in the series and trying to deduce what the hardest Pokémon to obtain is!
