A big question from the Gears of War franchise is always "How did humans not know the Locust were below them for so long?". Humanity created the Locust, so how could they not know? Well when Dr. Niles and his team of scientists were just starting their experiments at the New Hope Research Facility, they had created monsters but not quite the Locust yet. So when New Hope was shut down, one group continued the work at Mount Kadar in secret while the rest thought it was all shut down and ended then and there. Then when the Locust rebelled, all the humans inside were put down, and the Locust went into hiding. So no humans alive knew they existed and humanity was busy with the Pendulum Wars to even consider exploring the Hollows. Even with setting up their Imulsion rigs to collect the fuel source, the Hollows were too massive, the Locust simply hid down there out of sight.
